Victoria Concessions & Support Programs for Residential Customers

Each concession has different eligibility criteria, and, in some cases, you may be eligible for multiple concessions. We have compiled a list of the main ones below, however, we recommend that you visit the Victorian Government’s Website for more information.

Annual Electricity Concession
a concession for domestic mains electricity usage and service costs. The concession is available year-round

17.5% of electricity usage and service concessions. The concession is calculated after retailer discounts and solar credits have been deducted. The concession does not apply to the first $171.60 of the annual bill. This is calculated as a daily rate on each bill.

An electricity account holder can apply for this concession if they have one of the following eligible cards:

  • Pensioner Concession Card
  • Health Care Card
  • Veterans’ Affairs Gold Card

Households with very high electricity bills (over $3000.00 in the year are not eligible for this concession and will need to apply for the excess energy concession.)

Controlled Load Electricity Concession –
a concession for the dual element electricity meter or dual element smart meter’s-controlled load.

13% of controlled load electricity costs.

An electricity account holder with an eligible dual element electricity meter or dual element smart meter can apply for this concession if they have one of the following eligible cards:

  • Pensioner Concession Card
  • Health Care Card
  • Veterans’ Affairs GoldCard

Electricity Transfer fee waiver
The full cost of the transfer fee is waived. The transfer fee that is charged by electricity retailers when account holders move house

An electricity account holder can apply for this concession if they have one of the following eligible cards:

Excess electricity concession –
a concession for domestic mains electricity usage and service costs above $3,000.00 for the annual period

Usage and service concessions. The concession is calculated after retailer discounts and solar credits have been deducted.

An electricity account holder can apply for this concession if they have one of the following eligible cards:

  • Pensioner Concession Card
  • Health Care Card
  • Veterans’ Affairs Gold Card

Has signed a declaration confirming that the electricity used at your address is for domestic purposes, that no commercial business is being conducted at the address and that the electricity is not being used for illegal purposes.

Life Support Concession –
a concession for customers who have an eligible concession card and an eligible form of life support equipment at the premise.

The electricity discount is the cost of 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity each year, calculated using the general domestic tariff of your retailer.

An electricity account holder can apply for this concession when they or someone who resides at their property uses an eligible life support machine and the account holder has one of the following eligible cards:

  • Pensioner Concession Card
  • Health Care Card
  • Veterans’ Affairs Gold Card

Having completed the relevant application form signed by your doctor, nurse or hospital social worker confirming your use of an approved life support machine. Once completed, send the form to your electricity retailer.

Medical cooling concession –
a concession for a customer with an eligible concession card who requires medical cooling for a medical condition.

17.5% of electricity usage and service costs between 1 November and 30 April. During this period the medical cooling concession is given in addition to the annual electricity concession.

An electricity account holder can apply for this concession when they or a member of their household has a medical condition that affects their body’s ability to self-regulate temperature and the account holder has one of the following eligible cards:

  • Pensioner Concession Card
  • Health Care Card
  • Veterans’ Affairs Gold Card

Having completed the relevant application form signed by your doctor confirming your medical condition for any pre-approved conditions. Pre-approved conditions are:

  • Multiple Sclerosis
  • Lymphoedema
  • Parkinson’s disease
  • Fibromyalgia
  • Post-Polio Syndrome/Poliomyelitis
  • Motor Neurone Disease.

For any other condition, a relevant application is signed by your doctor and approved by the department of families, fairness, and housing.

Service to property charge concession –
This concession is for a concession card holder who uses a very low amount of energy.

If the electricity use on a bill is lower then the service charge, the service charge is reduced to the cost of the electricity used. The concession is based on your usage cost before any solar credits are deducted.

An electricity account holder can apply for this concession if they have one of the following eligible cards:

  • Pensioner Concession Card
  • Health Care Card
  • Veterans’ Affairs Gold Card

Utility Relief Grand Scheme (URGS) –
A payment available to customers who are unable to pay their bills due to short term financial crisis or emergency.

You can receive a maximum of $650 on each utility type in a two-year period (or $1,300 for households with a single source of energy (for example, electricity only).

Applications are made through a URGS Provider. Before contacting a URGS Provider, please phone us on 1300 111 211. Nectr may be able to offer you a payment plan and advise on other forms of financial assistance.

Note: If you are referred to a URGS provider you will need to provide them a copy of the bill for which you are seeking assistance. List of providers can be found here.

Premium feed-in tariff (PFIT) –
was introduced on 1 November 2009 to provide extra support for people installing rooftop solar power and was closed to new applicants in late 2011.

A minimum of 60 cents per kilowatt hour is credited for any excess electricity fed back into the state electricity grid.

There are also concessions/rebates available for customers who have gas at their property, however as Nectr doesn’t provide gas services these concessions aren’t listed above. Your gas provider should have details of these concessions/rebates.
